Viability concerns whether an initiative can function within real-world constraints, including institutional mandates, operational realities and stakeholder capacity. Without early attention to viability, ambitious ideas often remain conceptual or fragment under pressure.
Legitimacy determines whether an initiative is understood, trusted and taken up by the institutions and partners whose participation is required. In multi-stakeholder environments, legitimacy emerges through shared narratives, credible processes and inclusive dialogue.
Continuity addresses whether initiatives can endure beyond initial moments of alignment or leadership change. Sustained progress depends on relationships, shared reference points and structures that allow work to evolve over time.
