Legitimacy determines whether an initiative is understood, trusted and taken up by the institutions and partners whose participation is required. In multi-stakeholder environments, legitimacy is built through shared narratives, credible processes and sustained dialogue.
Continuity addresses whether initiatives can endure beyond initial alignment, size, or leadership. Sustained progress depends on relationships, shared reference points and structures that allow work to evolve over time.
